Chief Financial Officer

Splash International is seeking an exceptional Chief Financial Officer (CFO) to join its global leadership team based in Nairobi, Kenya. The CFO will serve as a strategic partner to the CEO and Board, overseeing all financial operations across Splash's US headquarters and international country programmes. You will play a defining role in building a sophisticated capital strategy, ensuring financial sustainability, and enabling the organisation to scale its impact through blended finance, government co-financing, and donor partnerships.

• Lead the development and execution of Splash's long-term financial strategy aligned with organisational growth, government partnership, and impact goals.
• Build and refine a blended finance capital strategy distinguishing between philanthropic funding, catalytic capital, government co-financing, donor-funded infrastructure, technical assistance, and long-term public ownership models.
• Partner with the CEO, Development team, and programme leadership to align funding sources with organisational needs across multiple geographies.
• Develop and maintain financial models for government co-financing, donor match requirements, phased implementation, working capital, and long-term sustainability scenarios.
• Advise the CEO and Board on strategic tradeoffs related to scale, risk tolerance, unrestricted reserves, cost recovery, donor restrictions, and country-level financial exposure.
• Lead multi-year scenario planning and financial modelling incorporating delayed disbursements, foreign exchange risk, government payment timing, and funding gaps.
• Oversee global budgeting, forecasting, cash flow management, and financial reporting across all US and international operations.
• Deliver timely, accurate, and decision-useful financial reporting to the CEO, Board, Finance Committee, donors, and country teams.
• Strengthen financial dashboards enabling country, regional, and global teams to track burn rates, deliverables, restricted donor budgets, and implementation progress in near-real time.
• Manage organisational cash flow, reserves, restricted and unrestricted funding, and liquidity planning.
• Support budget modelling for new funding opportunities including donor-specific restricted budgets, match requirements, and co-financing structures.
• Ensure compliance with donor financial requirements, statutory obligations, and international accounting standards across all operational jurisdictions.
• Build, mentor, and lead a high-performing global finance team.

• Demonstrate at least 15 years of progressive financial leadership experience, including CFO or equivalent executive finance roles in international NGO, INGO, or social enterprise settings.
• Show proven ability to design and manage blended finance structures involving philanthropic capital, government co-financing, and restricted donor funding simultaneously.
• Apply expertise in multi-currency financial management, foreign exchange risk mitigation, and international treasury operations across multiple countries.
• Translate complex financial data into strategic insights and recommendations that non-finance executives and Board members can act on confidently.
• Build and maintain robust financial models for scenario planning, sensitivity analysis, and long-term sustainability projections in resource-constrained environments.
• Demonstrate experience managing donor compliance requirements from bilateral, multilateral, and private foundation funders, including USAID, DFID/FCDO, Gates Foundation, or similar.
• Lead, develop, and retain diverse global finance teams across multiple time zones and cultural contexts.
• Hold an MBA, MSc, MA, or recognised professional accountancy qualification (CPA, ACCA, CIMA, or equivalent).
• Communicate fluently in English; proficiency in additional languages relevant to Splash programme countries is an advantage.

Splash International offers a competitive compensation package commensurate with the seniority and international scope of this role. Based on market benchmarks for executive finance roles within international NGOs operating in Nairobi, the estimated monthly gross salary range is KES 450,000 – 700,000. The package is expected to include health insurance coverage, international travel allowances, and provisions aligned with Splash's commitment to staff wellbeing. You bring intellectual rigour, cross-cultural sensitivity, and a track record of building finance functions that enable rather than constrain programmatic ambition.
