Regional Consortium Coordinator

Action Against Hunger is seeking a seasoned Regional Consortium Coordinator to serve as the overall operational lead for a DG ECHO-funded Regional Disaster Preparedness Program implemented across Ethiopia, Somalia, and Djibouti. Based in Nairobi and reporting to the Regional Program Development and Quality Director, this is a senior leadership role responsible for driving a complex, multi-country anticipatory action program in partnership with the Intergovernmental Authority on Development (IGAD) and the IGAD Climate Prediction and Applications Centre (ICPAC).

The program strengthens regional and national anticipatory action systems through cross-border trigger matrices, validated standard operating procedures, government-owned preparedness planning, multi-sectoral early action frameworks, and a trigger-based Crisis Modifier enabling rapid response to verified emergencies. This 24-month program demands a humanitarian leader who can navigate institutional complexity, manage diverse consortia, and translate technical frameworks into life-saving action across the Greater Horn of Africa.

• Provide strategic leadership and day-to-day coordination across all program result areas and operations in Ethiopia, Somalia, and Djibouti.
• Ensure program implementation aligns with DG ECHO requirements, the IGAD Anticipatory Action Roadmap, SCALAA methodologies, national disaster-risk management priorities, and evolving humanitarian conditions.
• Serve as the primary coordination interface among Action Against Hunger country teams, IGAD, ICPAC, DG ECHO, national disaster-risk management authorities, consortium partners, and humanitarian coordination bodies.
• Lead the development and operationalization of cross-border anticipatory action protocols, trigger matrices, contingency plans, standard operating procedures, simulation exercises, and pilot activations.
• Oversee program financial management, ensuring accurate budget tracking, expenditure forecasting, and compliance with DG ECHO financial and procurement rules across all consortium partners.
• Manage consortium governance structures including steering committees, technical working groups, and partner coordination meetings to maintain accountability and cohesion.
• Drive high-quality reporting, including narrative and financial reports to DG ECHO, and ensure timely submission by country teams and consortium partners.
• Represent the program in regional humanitarian forums, donor meetings, inter-agency working groups, and government engagement platforms.
• Identify programmatic risks and implement mitigation strategies to safeguard program outcomes, timelines, and donor compliance.
• Mentor and support country-level program staff to strengthen technical capacity in anticipatory action, disaster preparedness, and multi-stakeholder coordination.

• Demonstrate a minimum of 7 years managing complex, multi-country humanitarian or development programs, with direct experience leading consortia or multi-partner arrangements.
• Show a proven track record managing DG ECHO-funded programs, including compliance, reporting, and donor relationship management.
• Apply deep technical expertise in disaster risk reduction, anticipatory action, early warning systems, and climate-informed humanitarian programming.
• Navigate and manage institutional partnerships with regional bodies such as IGAD, ICPAC, national disaster management authorities, and UN agencies.
• Lead program financial oversight including budget management, partner financial monitoring, and audit readiness across multi-country operations.
• Translate complex technical frameworks — including trigger matrices and crisis modifiers — into operational plans that field teams and government stakeholders can implement.
• Communicate effectively with diverse stakeholders including donors, government officials, community leaders, and technical teams.
• Demonstrate knowledge of the humanitarian landscape across the Greater Horn of Africa, including Ethiopia, Somalia, and Djibouti.
• Hold a Master's degree in humanitarian affairs, international development, disaster risk management, or a related field (or equivalent senior professional experience).
• Proficiency in English required; working knowledge of French is an added advantage for Djibouti engagement.

Action Against Hunger offers a competitive compensation package commensurate with experience and in line with INGO senior management scales in Kenya. While the exact salary is not publicly stated, this role is benchmarked at senior NGO/INGO coordinator level. Estimated monthly gross salary range: KES 350,000 – KES 550,000.
