Regional Consortium Coordinator – DG ECHO Disaster Preparedness Program

Action Against Hunger is seeking an experienced and strategic Regional Consortium Coordinator to serve as the overall operational lead for a 24-month DG ECHO-funded Regional Disaster Preparedness Program spanning Ethiopia, Somalia, and Djibouti. Based in Nairobi and reporting to the Regional Program Development and Quality Director, this senior role carries full responsibility for end-to-end program management, multi-partner coordination, technical quality assurance, donor compliance, financial oversight, and high-level regional representation.

The program is designed to strengthen regional and national anticipatory action systems through cross-border trigger matrices, government-owned preparedness planning, validated standard operating procedures, multi-sectoral early action systems, and a trigger-based Crisis Modifier that enables rapid humanitarian response following verified emergency triggers. This is a high-impact leadership role at the intersection of climate resilience, disaster risk governance, and humanitarian response across the Greater Horn of Africa.

• Provide strategic leadership and day-to-day operational coordination across all program result areas in Ethiopia, Somalia, and Djibouti.
• Ensure program implementation remains aligned with DG ECHO requirements, the IGAD Anticipatory Action Roadmap, SCALAA methodologies, national disaster-risk management priorities, and evolving humanitarian conditions.
• Serve as the primary coordination interface among Action Against Hunger country teams, IGAD, ICPAC, DG ECHO, national DRM authorities, consortium partners, and humanitarian coordination bodies.
• Lead development and operationalization of cross-border anticipatory action protocols, trigger matrices, contingency plans, standard operating procedures, simulations, and pilot activations.
• Coordinate with complementary regional initiatives — including SCALAA, IGAD PREPARE, EU CLIMHoA, BRCiS, SomReP, and the Somali Cash Consortium — to promote coherence and prevent duplication.
• Lead consortium governance structures including the Consortium Steering Committee, partner coordination meetings, and inter-agency mechanisms.
• Manage partnership agreements, sub-grants, performance reviews, and capacity-strengthening plans for international, regional, and local partners.
• Serve as the primary DG ECHO focal point for strategic engagement, donor reporting, grant amendments, budget revisions, and adaptive management discussions.
• Ensure technical quality across anticipatory action, climate services, early-warning systems, disaster risk reduction, cash preparedness, health, WASH, nutrition, protection, and urban preparedness activities.
• Oversee the program MEAL framework, ensuring evidence, learning, and performance data inform program improvements, donor reporting, and regional knowledge-sharing.
• Lead financial oversight including budget monitoring, expenditure tracking, forecasting, and timely resolution of financial compliance issues across consortium members.
• Represent Action Against Hunger and the consortium at regional humanitarian forums, technical working groups, and donor coordination platforms.

• Demonstrate at least 8 years of senior program management experience in humanitarian or development contexts, with a minimum of 3 years managing multi-country consortia.
• Show a proven track record managing DG ECHO-funded programs, including compliance requirements, donor reporting cycles, and adaptive management processes.
• Apply deep technical knowledge of anticipatory action frameworks, disaster risk reduction, early warning systems, and climate-risk governance at both national and regional levels.
• Lead diverse, geographically dispersed teams and consortium partners with clear governance structures and accountability mechanisms.
• Demonstrate ability to navigate complex stakeholder environments involving UN agencies, regional bodies (IGAD, ICPAC), government ministries, and international donors.
• Manage large program budgets with rigorous financial controls, sub-grant management, and audit readiness across multiple currencies and country contexts.
• Communicate complex technical and programmatic information effectively to donors, government counterparts, and non-specialist audiences in English.
• Hold a Master's degree in International Development, Humanitarian Affairs, Disaster Risk Management, Climate Sciences, or a related field.
• Demonstrate extensive contextual knowledge of the Greater Horn of Africa humanitarian and political landscape, particularly Ethiopia, Somalia, and Djibouti.

Action Against Hunger offers a competitive compensation package commensurate with experience and qualifications. For a senior consortium coordination role of this scope, the estimated monthly gross salary range is KES 450,000 – 650,000. The role is based in Nairobi with regular travel to program countries.
