Regional Finance Manager – DG ECHO Consortium Program

Action Against Hunger International is seeking an experienced and strategic Regional Finance Manager to serve as the senior financial authority for the DG ECHO Regional Disaster Preparedness Program spanning Ethiopia, Somalia, Djibouti, South Sudan, and the regional component. This is a high-impact leadership role within a multi-country humanitarian consortium, reporting directly to the Regional Consortium Coordinator.

The Regional Finance Manager will be responsible for establishing and maintaining robust financial systems, controls, reporting standards, and compliance frameworks to protect program integrity and ensure transparent, accountable use of donor funding. The role demands a seasoned humanitarian finance professional who can translate complex multi-currency financial data into clear, actionable recommendations for senior program leadership.

• Provide consolidated financial oversight for the program budget across all four countries and the regional component, maintaining a live master budget with real-time visibility of expenditures, commitments, forecasts, and available balances.
• Develop quarterly multi-country cash-flow forecasts and produce consolidated monthly Budget Versus Actual reports with variance analysis, burn-rate assessments, and corrective action recommendations.
• Lead financial preparedness and rapid budget realignment for Crisis Modifier activations, including emergency disbursement planning, partner financing, expenditure tracking, and post-activation reconciliation.
• Serve as the primary DG ECHO financial reporting lead — ensuring accurate, complete, and timely submission of interim, mid-term, final, and amendment-related financial reports.
• Prepare comprehensive donor reporting and audit documentation packages, including expenditure schedules, procurement records, source documents, partner financial statements, and cost-allocation explanations.
• Maintain program-wide audit readiness; coordinate internal audits, DG ECHO expenditure verification exercises, and implementation of audit recommendations.
• Manage all financial aspects of grant amendments, budget revisions, no-cost extensions, reporting-period changes, and formal donor financial communications.
• Develop and enforce consistent financial reporting standards, templates, controls, and submission timelines across all country teams and implementing partners.
• Oversee sub-grant management including partner financial assessments, disbursement schedules, liquidation reviews, and capacity-strengthening support.
• Advise program leadership on eligible costs, budget flexibility, exchange-rate exposure, underspending risks, cost overruns, liquidity management, and partner disbursement risks.
• Provide functional guidance and capacity strengthening to country finance teams and consortium partners to build sustainable financial management practices.
• Manage multi-currency financial operations with adherence to donor exchange-rate policies and organizational treasury guidelines.

• Demonstrate at least 7 years of progressive financial management experience in the humanitarian or international development sector, including multi-country program oversight.
• Show proven expertise in DG ECHO grant management — including financial reporting cycles, eligibility rules, expenditure verification, and audit processes.
• Apply advanced budgeting and forecasting skills across complex, multi-partner, multi-currency program environments.
• Interpret and communicate financial data clearly to non-finance audiences including program directors and consortium partners.
• Design and implement financial controls, sub-grant management frameworks, and compliance systems that meet INGO and donor standards.
• Lead and mentor country-level finance teams remotely, building capacity across diverse cultural and institutional contexts.
• Hold a Bachelor's degree in Finance, Accounting, Business Administration, or a related field; a professional qualification (CPA, ACCA, or equivalent) is strongly preferred.
• Demonstrate proficiency in financial management systems (e.g., SAGA, Agresso, SAP) and advanced Excel modeling for consolidation and reporting.
• Work effectively under pressure with tight donor deadlines, managing multiple priorities across time zones.

Action Against Hunger offers a competitive compensation package commensurate with experience and in line with INGO regional salary scales. The estimated monthly gross salary for this role ranges from KES 300,000 to KES 500,000 depending on qualifications and experience.
