Regional Finance Manager – Disaster Preparedness Program

Action Against Hunger is seeking an experienced Regional Finance Manager to provide senior-level financial stewardship for a DG ECHO-funded Regional Disaster Preparedness Program implemented across Ethiopia, Somalia, Djibouti, and South Sudan. In partnership with the Intergovernmental Authority on Development (IGAD) and the IGAD Climate Prediction and Applications Centre, this multi-country initiative requires a finance leader who can navigate complexity, ensure donor compliance, and drive financial accountability across a diverse consortium.

Reporting to the Regional Consortium Coordinator, the successful candidate will serve as the primary financial authority for the program — establishing robust financial systems, maintaining consolidated budget oversight, and building the capacity of country finance teams and consortium partners. This is a high-impact role suited to a seasoned humanitarian finance professional who thrives in fast-paced, multi-stakeholder environments.

• Provide consolidated financial oversight for the full program budget across Ethiopia, Somalia, Djibouti, South Sudan, and the regional component.
• Maintain a real-time master budget with clear visibility of expenditure, commitments, forecasts, and available balances by country, result area, budget line, and implementing partner.
• Develop quarterly multi-country cash-flow forecasts and monthly Budget Versus Actual (BvA) reports, including burn rate analysis, variance explanations, and corrective action recommendations.
• Lead financial preparedness for Crisis Modifier activations — including rapid budget realignment, emergency cash disbursement planning, partner financing arrangements, and post-activation expenditure tracking.
• Manage sub-grant financial oversight: review partner financial reports, conduct financial due diligence, monitor partner burn rates, and provide capacity-building support to sub-grantees.
• Ensure full compliance with DG ECHO donor regulations, including eligibility rules, procurement thresholds, co-financing requirements, and audit trails.
• Coordinate and lead donor financial reporting, ensuring timely, accurate, and well-documented interim and final financial reports.
• Oversee multi-currency financial operations, applying appropriate exchange rate policies and minimising foreign exchange risk exposure.
• Prepare and maintain audit-ready documentation; liaise with internal and external auditors and respond to audit queries and recommendations.
• Provide functional guidance, mentorship, and technical support to country-level finance managers and field finance staff across all program countries.
• Identify financial risks at program and partner levels; develop and implement mitigation strategies and escalate critical issues to program leadership.
• Support program design and amendments by providing financial modelling, budget development inputs, and cost-effectiveness analyses.

• Demonstrate a minimum of 7 years of progressive financial management experience in humanitarian or international development settings, with at least 3 years in a regional or multi-country oversight role.
• Show proven expertise managing DG ECHO-funded grants, including compliance with ECHO Financial Regulation, eligibility criteria, and reporting obligations.
• Exhibit the ability to consolidate and interpret complex multi-currency budgets across multiple countries and implementing partners simultaneously.
• Demonstrate experience designing and overseeing sub-grant management frameworks, including financial monitoring of consortium partners and NGO sub-grantees.
• Produce high-quality donor financial reports and BvA analyses that enable informed decision-making by program leadership.
• Apply strong internal control and audit-readiness practices, ensuring financial documentation meets donor and organisational standards at all times.
• Use advanced proficiency in financial management software (e.g., SAGA, Agresso, SUN Systems, or similar) and Excel-based financial modelling tools.
• Communicate complex financial data clearly and persuasively to non-finance audiences including program coordinators, consortium partners, and donors.
• Hold a Bachelor's degree in Finance, Accounting, or a related field; a professional qualification (CPA, ACCA, CIMA) is strongly preferred.
• Demonstrate willingness and ability to travel to program countries (Ethiopia, Somalia, Djibouti, South Sudan) as required.

Action Against Hunger offers a competitive compensation package benchmarked against INGO sector standards. While the specific salary band has not been publicly disclosed, this senior regional role is estimated in the range of KES 350,000 – 550,000 per month, commensurate with experience, qualifications, and the scope of responsibilities.
