Compliance Officer – Roving

The International Rescue Committee (IRC) is seeking a dedicated and detail-oriented Compliance Officer – Roving to join its team based in Kakuma, Kenya. This is a critical role within IRC's accountability and compliance framework, responsible for ensuring that organizational operations, partnerships, and staff conduct align with IRC's policies, donor requirements, and ethical standards. The officer will play a pivotal role in safeguarding the organization's integrity and promoting a culture of transparency and accountability.

As a roving officer, you will work across multiple operational contexts, supporting investigation processes, compliance audits, risk mitigation, and partner management reviews. • Screen and assess incoming complaints to determine the appropriate course of action and escalation pathway.
• Draft investigation-related documents and communications, including investigation plans, witness statements, and supporting materials.
• Conduct structured interviews with complainants, subjects, and witnesses in accordance with established IRC procedures.
• Identify, collate, and analyze potential evidence to support investigation findings and conclusions.
• Prepare comprehensive, well-structured investigation reports and present findings and recommendations to relevant stakeholders.
• Support and follow up on the implementation of corrective action plans arising from investigations and audits.
• Conduct system reviews in collaboration with relevant departments to identify compliance gaps and areas of risk.
• Monitor the implementation of risk mitigation measures and track progress against agreed timelines.
• Coordinate with departments to ensure timely responses to compliance audit requirements and recommendations.
• Champion a culture of reporting on ethics and compliance concerns, including client responsiveness and feedback mechanisms.
• Support partnership management by reviewing and evaluating partner processes from a compliance perspective.
• Review partner agreements and contracts to ensure alignment with IRC policies and procedures.
• Design and facilitate training sessions that promote a culture of integrity, ethics, and compliance among staff and partners.
• Perform any other related duties as assigned by the supervisor.

• Must hold a Bachelor's degree in Criminal Justice, Criminology, Sociology, Law, Finance, or a comparable social science field.
• Must demonstrate at least five (5) years of relevant professional experience in compliance, investigations, audit, or a closely related function — preferably within an NGO or INGO environment.
• Must be able to independently analyze complex data sets and synthesize critical findings into clear, actionable reports for diverse audiences.
• Must demonstrate strong planning and organizational skills, with the ability to manage multiple investigations or compliance reviews simultaneously under tight deadlines.
• Must communicate effectively — both verbally and in writing — in English and Kiswahili, including when interviewing sensitive witnesses or presenting findings to leadership.
• Must be able to facilitate training sessions for diverse staff groups, translating compliance concepts into practical, relatable guidance.
• Must work with a high degree of independence and initiative, making sound judgments with minimal supervision in dynamic field environments.
• Must demonstrate advanced proficiency in Microsoft Word and Excel, including the ability to maintain investigation trackers, evidence logs, and compliance dashboards.
• Must model and uphold the highest standards of integrity, confidentiality, and professional ethics at all times.
• Must demonstrate the ability to adapt priorities quickly in response to emerging compliance issues or organizational needs.

IRC offers a competitive salary commensurate with experience and in line with its organizational pay scales for NGO professionals in Kenya. The estimated monthly salary range for this role is KES 150,000 – KES 250,000, depending on qualifications and experience. You are comfortable working in field locations such as Kakuma, handling sensitive investigations with discretion, and engaging with diverse stakeholders including partners, beneficiaries, and senior management. You are highly organized, analytically sharp, and deeply committed to humanitarian principles and organizational accountability.
