General Manager – Engineering & Strategy

Mombasa Water Supply & Sanitation Company Ltd (MOWASSCO) is seeking a seasoned and results-driven engineering leader to serve as General Manager – Engineering & Strategy. Reporting directly to the Managing Director, this is a senior executive position responsible for driving the technical vision and strategic direction of the company's water and wastewater operations across Mombasa County. The successful candidate will lead a high-performing technical division, ensuring that water supply and sanitation infrastructure meets the highest regulatory, quality, and operational standards.

This is a five (5) year contract role at Job Grade 2, ideal for an accomplished engineer who combines deep technical expertise with strong corporate governance, strategic planning, and people leadership capabilities. The role is central to MOWASSCO's mandate of delivering reliable, safe, and sustainable water and sanitation services to consumers in Mombasa and its environs.

• Implement technical goals and strategies aligned with the company's corporate plan, mission, and vision.
• Champion sound corporate governance by proactively identifying operational and technical risks and enforcing appropriate mitigation controls.
• Lead formulation, implementation, enforcement, and periodic review of policies and procedures governing water and wastewater systems.
• Develop and implement technical proposals and innovative solutions to support continuous expansion and improvement of the water and wastewater network.
• Oversee planning, design, and coordination of quality infrastructure development, including maintenance of engineering installations and capacity works.
• Drive Non-Revenue Water (NRW) reduction through prompt pipeline repairs, preventive maintenance programs, and accurate consumer metering.
• Ensure all water and wastewater service infrastructure is operated and maintained in compliance with applicable technical and regulatory standards.
• Provide expert technical guidance in the procurement and engagement of contractors and consultants for major water and wastewater projects.
• Supervise staff, contractors, and consultants across all major engineering works to ensure delivery on time and within budget.
• Guarantee the quality and safety of water supplied to all consumers in line with national and international standards.
• Advise management on capital asset acquisition strategies and related technical investment decisions.
• Facilitate timely technical audits and oversee implementation of corrective actions arising from audit findings.
• Oversee the preparation of departmental reports and budgets to support strategic decision-making.
• Execute performance management processes for technical division staff, including performance contracting, appraisals, and development reviews.
• Undertake any other duties as may be assigned by the Managing Director from time to time.

• Must hold a Bachelor's degree in Civil, Mechanical, or Water Engineering or a closely related discipline from a recognized institution.
• Must be a Registered Engineer with the Engineers Board of Kenya (EBK) or Institution of Engineers of Kenya (IEK), currently in good standing.
• Must demonstrate at least eight (8) years of progressive engineering experience, with a minimum of five (5) years in a senior management role within a busy, dynamic environment — preferably in the water and sanitation sector.
• Must be able to translate corporate strategy into executable engineering programs and infrastructure development plans.
• Demonstrated ability to manage NRW reduction programs, including pipeline loss diagnostics, metering systems, and network rehabilitation.
• Must be able to interpret and apply laws, regulations, and standards governing water harvesting, treatment, distribution, and wastewater disposal.
• Proven capacity to leverage ICT solutions and emerging engineering technologies to improve operational efficiency and service delivery.
• Proficiency in computer applications relevant to engineering management and reporting.
• Strong leadership, team management, and stakeholder engagement skills.
• A related Master's degree will be an added advantage.
• Must be a Kenyan citizen.

MOWASSCO offers a competitive remuneration package commensurate with this senior executive role. Based on the seniority of the position, the estimated monthly gross salary ranges between KES 400,000 and KES 600,000, subject to the company's established salary structures for Job Grade 2. The role is offered on a five (5) year renewable contract, with terms and benefits outlined at offer stage.

This role is best suited for a visionary engineering professional with a strong command of water infrastructure management, proven leadership of multidisciplinary technical teams, and the ability to operate at both strategic and operational levels. You should be comfortable engaging regulators, contractors, government bodies, and internal stakeholders with equal confidence. Candidates with a background specifically in water utilities, county water companies, or large-scale civil infrastructure firms will have a distinct advantage.
