Information Systems Officer – ICT Infrastructure & Network Operations

The United Nations Office at Nairobi (UNON) — the UN's headquarters in Africa — is seeking a seasoned Information Systems Officer to join its Information and Communications Technology Service (ICTS), specifically within the Infrastructure Management Section (IMS). This is a senior technical role that sits at the heart of UNON's enterprise ICT operations, providing infrastructure services to UNEP, UN-Habitat, the Resident Coordination System, and other UN entities across Kenya and globally.

Reporting to the Chief of UNON/ICTS/IMS, the successful candidate will take operational and technical leadership responsibility for Network Operations Centre (NOC) functions, infrastructure observability, cloud operations, and IT automation. This role demands a professional who can balance hands-on technical depth with strategic coordination across multi-tenant, hybrid enterprise environments — all aligned to ITIL best practices and UN service management frameworks.

• Plan, coordinate, and oversee day-to-day Network Operations Centre (NOC) operations to ensure continuous availability of ICT infrastructure services across UNON and its client entities.
• Lead monitoring, incident detection, escalation, and resolution of network, data centre, and unified communications services in a multi-tenant environment.
• Develop and implement operational procedures for incident identification, prioritisation, tracking, and coordination of service disruptions.
• Drive continuous improvement of event and incident management processes in alignment with ITIL practices and ICTS service management frameworks.
• Act as Major Incident Manager during critical outages — coordinating technical teams, stakeholder communications, and service restoration actions.
• Support business continuity and disaster recovery (BCP/DR) planning, testing, and operational readiness across infrastructure services.
• Coordinate effectively with Service Desk (L1), technical teams (L2/L3), and operational stakeholders to ensure timely incident resolution.
• Manage and maintain enterprise infrastructure observability platforms, ensuring real-time visibility across on-premise and cloud environments.
• Lead cloud operations activities including provisioning, optimisation, cost governance, and security compliance for hybrid cloud deployments.
• Design and implement automation frameworks to reduce manual operational overhead and improve service reliability and consistency.
• Contribute to infrastructure capacity planning, performance reporting, and service improvement initiatives across ICTS.
• Mentor junior technical staff and contribute to knowledge management and operational documentation within the IMS team.

• Demonstrate at least 7 years of progressive experience managing enterprise ICT infrastructure in a large, multi-stakeholder organisation — preferably international or UN system.
• Apply advanced knowledge of network operations, data centre management, and unified communications in a service-provider-style environment.
• Configure, monitor, and optimise hybrid cloud infrastructure (e.g. Microsoft Azure, AWS, or equivalent) with demonstrable cost and performance outcomes.
• Implement and manage observability tooling (e.g. Nagios, Zabbix, Grafana, Prometheus, or similar) to maintain real-time infrastructure visibility.
• Lead incident management processes following ITIL v3/v4 frameworks — from detection through post-incident review.
• Write and maintain automation scripts or workflows using tools such as Ansible, Python, PowerShell, or Terraform to streamline infrastructure operations.
• Communicate complex technical issues clearly to both technical peers and senior non-technical stakeholders, including written incident reports and briefing notes.
• Hold an advanced university degree (Master's or equivalent) in Computer Science, Information Systems, Engineering, or a related discipline; a first-level university degree with two additional years of qualifying experience may be considered.
• Professional certifications such as ITIL Foundation/Practitioner, CCNP, Microsoft Azure Administrator, or AWS Solutions Architect are a strong advantage.

UNON offers a competitive UN salary package commensurate with the P-3 or P-4 professional grade, which typically translates to a net monthly salary in the range of KES 350,000 – 600,000 depending on grade, step, and dependency status. The UN salary is tax-exempt for internationally recruited staff. The package includes comprehensive medical insurance (UNSMIS), pension contributions under the UN Joint Staff Pension Fund, education grant for eligible dependants, annual leave, and home leave travel where applicable. Locally recruited staff receive equivalent National Officer (NO) or General Service benefits under UN compensation policies.
