Regional Finance Manager – Disaster Preparedness Program

Action Against Hunger (ACF) is seeking a seasoned Regional Finance Manager to serve as the senior financial authority for its DG ECHO-funded Regional Disaster Preparedness Program, implemented in consortium with IGAD and ICPAC across Ethiopia, Somalia, and Djibouti. This is a high-impact, strategically critical role within a complex multi-country, multi-partner program reaching over 243,801 direct beneficiaries through anticipatory action and disaster preparedness interventions.

The Regional Finance Manager will provide the financial backbone for a program architecture that spans four country operating contexts — including Somalia's hawala-based payment environment — five implementing entities with distinct financial management systems, and dual compliance obligations under DG ECHO regulations and FAO consortium reporting requirements. You will work as a strategic financial partner to the Regional Consortium Coordinator, translating financial complexity into controlled, compliant, and transparent management systems that ensure every euro of donor funding achieves its intended purpose with full accountability.

• Establish, maintain, and continuously strengthen financial management systems, compliance frameworks, and internal controls across four country operations and five consortium partners.
• Ensure full and timely compliance with DG ECHO financial regulations, contractual obligations, and reporting deadlines at all times.
• Lead preparation and consolidation of financial reports across all consortium partners, ensuring accuracy, completeness, and alignment with DG ECHO and FAO reporting standards.
• Manage and monitor the program budget, conduct variance analysis, and provide actionable financial intelligence to the Regional Consortium Coordinator and senior management.
• Design and operationalize Crisis Modifier financial activation protocols capable of mobilizing resources within 24 to 72 hours when triggered.
• Oversee financial management in Somalia's hawala-based payment environment, applying appropriate controls and documentation standards for informal value transfer systems.
• Coordinate with finance counterparts at IGAD, ICPAC, and all partner organizations to harmonize financial procedures and ensure consistent application of financial standards.
• Lead and support capacity building of finance staff across consortium partner organizations.
• Facilitate internal and external audits, prepare audit-ready documentation, and manage audit findings and recommendations to closure.
• Provide risk-based financial analysis and recommendations to protect program integrity and donor accountability.
• Support sub-grant management, including financial assessment of sub-grantees, disbursement management, and expenditure verification.

• Demonstrate at least 7 years of progressive financial management experience in humanitarian or development NGO settings, with a significant portion at a regional or multi-country level.
• Manage DG ECHO-funded programs with demonstrated knowledge of DG ECHO financial rules, audit requirements, and compliance frameworks.
• Consolidate and analyse complex multi-partner, multi-currency budgets and produce donor-compliant financial reports with precision and within tight deadlines.
• Navigate hawala or other informal financial transfer systems and apply appropriate financial controls and documentation in fragile or conflict-affected contexts.
• Work effectively within consortium structures, coordinating financial oversight across multiple institutional financial systems simultaneously.
• Communicate complex financial data clearly to non-finance stakeholders, translating figures into strategic management insights.
• Lead financial risk assessments and design mitigation strategies in volatile operating environments.
• Hold a Bachelor's degree in Finance, Accounting, Economics, or a related field; a postgraduate qualification (MBA, MSc Finance) or professional certification (CPA, ACCA, CIMA) is strongly preferred.
• Demonstrate proficiency with accounting software (e.g., SAGA, SAP, SUN Systems) and advanced Excel-based financial modelling.

Action Against Hunger offers a competitive compensation package commensurate with the seniority and complexity of this role. Based on Kenyan INGO market benchmarks for a regional finance manager position of this scope, the estimated monthly gross salary range is KES 300,000 – 500,000. The specific package will be confirmed during the recruitment process and will reflect the candidate's experience and qualifications.
